Citizen Summit in Kalundborg
Saturday the 5th of March 2011, 350 citizens from Kalundborg Municipality attended the citizen summit to debate local climate change adaptation and to prioritize and pass on their recommendations to the City Council of Kalundborg. Click to read more about BaltCICA Preparation for climate change The global climate changes make local changes in precipitation, flood patterns, storm surges and rising sea level that affect Kalundborg Municipality in different ways and many houses, summer cottages and arable areas are increasingly at risk of being flooded. It is important that both citizens and the municipality is prepared for the changes, and the City Council of Kalundborg has been keen to get inputs from the citizens on how to plan for a changing climate. The citizen summit contained presentations, debates in small groups and individual voting. The results of the summit were an important input when the City Council of Kalundborg decided on a climate change adaptation strategy. Participating citizens An invitation to the citizen summit was sent to 7000 randomly selected citizens of the municipality. Out of the many people who responded positively to the invitation 500 where selected to reflect the demographic diversity of the municipality with regards to gender, age and geographical residency. Politicians, civil servants and university students participated as moderators at the group tables to facilitate the debate. Background As part of the preparation for the citizen summit a background paper were produced. This paper explains how climate changes will affect specific areas of Kalundborg Municipality. Among other things, it contains the following maps showing how a rising sea level combined with storm surges can result in floods. Map 1. Reersø/Tissø area.  Map 6. The City of Kalundborg  Please notice that excess water from lakes and rivers caused by precipitation is not included in these simulations. • The blue colour (80 cm above current sea level) shows the ares that is expected to be permanently under water by 2090. • The green colour (150 cm above current sea level) shows the areas that is currently flooded at 100-year-incidents. • The yellow colour (210 cm above current sea level) shows the areas that is expected to be flooded at 20-year-incidents in 2090. • The red colour (230 cm above current sea level) shows the areas that is expected to be flooded at 100-year-incidents in 2090. • The blue arrows points at the places where the water will enter first. The process leading up to the citizen summit In the autumn of 2009 the Danish Board of Technology and Kalundborg Municipality hosted a scenario workshop where different local actors and stakeholders discussed various future scenarios for climate change adaptation. Results from this workshop have contributed to the planning of the citizen summit by identifying different adaptation options. A role model for the Baltic Sea Area / BaltCICA The citizen summit is part of BaltCICA-Climate Change: Impacts, Costs and Adaptation in the Baltic Sea Region. The BaltCICA project uses climate change scenarios to discuss and develop adaptation measures with relevant planning authorities and stakeholders. Based on experiences from BaltCICA of participatory processes across the Baltic Sea the Danish Board of Technology has developed a course for planners and practitioners. The course enables the participants to plan participatory processes and carry out their own Scenario Workshops.
